Definitely number 2. "North" is an adjective in this case, I believe. And good point, Kyle, the first one make it kind of sound like Boston is a city in the northern New York State. It's not. :)

Both are true in the correct context.

There is a Boston in the north of New York.

Boston in Massachusetts is north of New York city (Manhattan) (north east actually).

Grammatically speaking, Boston is north of New York. Geographically speaking, I think you'll have to consult a map because for all we know, it could be south, east, west, north east, etc.. :p
