It is quite safe. There should be no problem. There are plenty of tourists around. It is actually smaller and less hectic than Bangkok and appears more like older Thai city.
Especially if they stay in the group of at least a few people. Thai people are generally very nice and friendly. His or her host should be very hospitable and have plenty of things for the group to do.
He or she should have a lot of fun and unforgettable experience. They should be able to get Internet access and keep in touch with family back home.

I am Thai, and I wanna tell you that Chiang Mai is a good place to go
it's a lot cooler than Bangkok which is good because thai weather is too hot
chiang mai is not a capital city but it has all the facilities that you need
and sure it's not as busy as Bangkok and A lot safer than Bangkok, and if you go with a group don't worry it's very nice
and don't for get if in bad situation anything happen

I've been there many times. It's relatively safe & people are very friendly. Try to avoid night market & bars...use common sense and your son & his group should be okay. The Thais are very friendly. If he gets the chance, travel up further north to Chiang Rai, another town with lots of interesting places to visit, including the Golden Triangle. Have fun. I'm going back again to Bangkok this month for vacation. It's a great place to visit!!!

I have been going to Chiengmai for over forty years now, and as everyone here has said, it is a very warm and friendly place, and quite possibly a great deal safer than your own home town.
One piece of advise I do give, especially to youngsters going there, is to take a mobile phone capable of texting or sending sms home, reassurance for the folks back home, and informing them of where they may be going the next day, so that should the worst happen and there is no news, people have some idea of where to start looking.
This may sound alarmist, but, as with elsewhere in the world, things do happen that should not, and this simple precaution at least adds some peace of mind.
Otherwise, relax, and enjoy your off-springs absence! LOL!

Don't worry, Chiangmai is very safe. I have heard of the volunteer youth groups coming to Chiangmai before, and actually have met one group, called Youth Builder or something like that, at the mall last year. Plus it's very cheap to call anywhere in the world from a public phone. You just have to know the right codes otherwise it may be expensive or you won't be able to go through.

Very Safe - I live in Thailand and at this point the USA scares me a little - certainly more so than here.. CM is quite touristy - I think the larger question these days is how safe is it to be a teenager.. I usually tell people that if they don't get into trouble back home, they are not likely to get into trouble here either.. but of course, it is good to be concerned... if you feel you need a support group here, you can feel free to contact me, but I am sure all will be fine.
He/she will most likely have the time of their life.

I'm Thai and just took my Malaysian counterpart to visit Chiengrai. I did have chance to meet American volunteer (college student) who just arrived Chiengrai for less than 2 wees. After short conversation, I learned that he and his companions have had a good experiences and enjoy their stay there.
I just wish them luck and hope they will learn much more from their real life adventures. The world would be in peace if young generations from different countries and cultures have chance to meet, and exchange their thoughts, opinions, cultures and learn to live together regardless of races, languages, cultures, and religions.
Go, it's safe. Get the most of the trip.

If they have guide, I think they'll be okay. Just tell them not to wander around by themself especially at night. Its not a very safe place.
