In a bathtub, the warm water tap can fill the bath tub in 8 minutes. The cold water can fill it in 6 minutes. The drain can empty it in 4 minutes. Both taps are fully open and so is the drain. Can the tub be filled? And in that case, how long will it take?

So the hot water releases 1/8 tubs per minute. The Cold water does 1/6 tubs per minute. The drain releases 1/4. Therefore if the cold and hot water can run at full speed, the tub gaines 1/8+1/6-1/4=1/24 tubs per minute. Therefore in 24 minutes, the tub should be full.

It can not be filled. The average with the water getting into the tub would take approximately 7 minutes, and draining it would take 4 minutes, which means, that in order for the tub to be able to get full, you would have to have a faster time filling the tub and a slower time draining it. So, it is impossible for the bath tub to get full.

If the drain is open, no it can't be filled. But with the drain closed it will take 2 minutes to fill up.

If the drain is open you can't possibly fill the tub no matter how fast the water runs.
