Yes, most cities have laws about that, but it depends on where you live.
When I had a dog, I cleaned up after her, because it's the courteous thing to do.
The only way to know for sure, is to ask the town where you live. You can usually stop at the city hall to find out.
Not only is it possibly against the law, but it's also unsanitary for people who end up walking in it, or tracking it around and into the house. Especially with kids, since they tend to touch their mouths and faces without thinking about what else they touched.

Most cities/communites have poop scoop laws. Apartment complexes definatly do.
Talk with you landlord or apartment manager and let them know how bad the problem is. If possible, have them look at the mess themselves. Tenants who don't pick up after their pets are almost always in voliaton of their lease and subject to fines and eventually eviction.
Another option, and this is spiteful, is to scoop the poop yourself and leave it on your neighbor's door step. If they have any smarts they will get the picture and start picking up after their dogs.

Start with your landlord. Tell him/her/them what is going on and if they aren't going to take action, get the law involved. Call your local Animal Control Agency or Health Department. Make a sanitation report. Someone will come out and make contact with animal owners. If they don't clean up, or the landlord doesn't take action and cooperate with city efforts they can all get tickets depending on your city's laws. Make phone calls you will get someone that will help you I am sure. If nothing else, call the police.

Yes. Check the city you live in as well as the apartment complex for the particulars. As others have stated, it's good manners to clean up after your baby. (pets or children)

Yes it is a sanitation law, littering covers it where others fail. Poo is not sanitary.
Let your kids play, either pick it up, or have them remove thier shoes when they want to come in.
Cover your hands with plastic grocery bags and you have a ready made glove for the nasty job of picking up poo...

1 - they're kids! mud is just as dangerous. what, do you have a spotless house that's pure white? I mean, yeah, 'waste' is a little gross, but man, diapers are just as gross! I agree that this is rude of your neighbors, but have you tried politely asking them? It does wonders, a respectful conversation... I think as far as laws go it varies in cities. I think of it as a common agreed upon courtesy.

Yes! It is often referred to as the Golden Rule or "what goes around comes around". I might suggest that you go to the time to scoop up the mess, package it up and mail it to the worst offender. Maybe the word will get around.

In Australia you can be fined by the local council $200ausdollars for not picking up after your pets, it is rude and unhygenic not picking up after them
