Women cannot build bulky muscles because we lack testosterone. Therefore, you would need to loose the fat around the area. To loose body fat, you would need to do cardio everyday. I would suggest (if you are a beginner) starting with ten minutes of cardio and everyday add another minute until you get to 60 minutes.


Try that for six weeks, then add dead-lifts; 15 reps with little weight.
It depends for everybody too, where do you want the tone? Do you want to tone where the hamstring meets the glute or do you want to lift your rear where it meets the lower back? Trial and error works best, do a work out for six to four weeks and if you do not like your improvements try something different.

Try "lunges" with light dumbells in your hands, too hard to explain the technique, but that is how female celebrities tone their butt.
Also try stiff legged deadlifts, bent legged deadlifts and squats, all with light dumbells.
Look them up to learn the proper techniques.
