Yes, the current is drawn from the power supply connected to the Vcc pin. Be sure you have a resistor in series with the L.E.D. to limit the current, or it will very quickly become a Smoke Emitting Diode.

TTL logic gate may not provide enough current? connect TTL logic gate to power transistor, collector to LED, bias as necessary.
