It's IV. The rule is that any number that is before the number that ends in 5 or 0 needs to have the lesser number before the larger-numbered value.

For example IV means 5 because it means 5-1=4. To write 9, you need to write it as IX (10-1=9).

It is IV, although for some reason in decorative purposes (such as clocks) it is commonly shown as IIII, but this is not correct. I've seen at least a dozen clocks that used "IIII"...never really figured out why.

Both are correct, but IV is the common one. IIII is used by some clockmakers to make the faces of the clocks look more "elegant."
