My new puppy is very aggressive and he has like an anger issue. It's especially hard for us, because our older dog is very shy, nice, tamed, and very tolerant. Our new puppy likes to growl and "attack" people, which we're trying to break. We tried to make him sit down for a long period of time and say "no" repeatedly, as it worked for my older dog. My puppy tries to run away, and it whimpers very loudly and continuously, as if we're abusing him, and we hate the noise. So, we tried to sternly say "no", but that doesn't work either. Please give us some firm and workable advice. We really need it. Thank you.

Depending on how old and what breed your pup is this could or could not be a problem. Lots of puppies are very aggressive in their play and usually grow out of it with proper and consistent discipline. Having your puppy sit for long periods of time is a bad idea. Punishment has to take place immediately and be over and done with quickly. Lots of praise when he is behaving is essential also.
When the pup attacks people or your older dog say no and shake a can filled with marbles. If he stops immediately praise him, if he doesn't shake the can closer to him until he does stop then praise him.

First off if the puppy is trying to bite use something on you that taste bad, like hot sauce or nasty mouth wash. I used bitter apple spray that they make for dogs. I got it at petsmart for about 8 dollars.
You can also do to the dog what the mother dog does sit still and grab them by the back of the neck and you can repeat calm down in a stern voice and release them when the puppy calms down.
Also give them a treat when it calms down. You can also put pennys in a can and shake it hard by its ears when it is acting up. The noice he high pitched which dogs hate. Remeber if the dog is young 12 weeks or younger it maybe wanting to play so give it some rawhide and toys. Good luck hope this helps.

This bothers me. How old is your puppy? The only person I know who described her puppy as aggressive and mean, had it for 2 weeks and then contacted the SPCA where she got it. They had all ready put down the rest of the litter for aggressive behavior. The pups were poorly bred.

Please take your dog to the vet and have the vet evaluate the behavior before someone including your current dog gets hurt.

Playfulness is one thing in a pup, they play hard and it appears they bite, but this is not what you are describing.

Get a spray bottle (one with a stream setting) When he is misbehaving spray him in the face and say no. eventually he willget the picture and stop the bad behavior. but you need to keep treats handy and give them often for good behavior. Prety soon he will prefer being good over being bad because he is rewardes for good behavior.

If you can afford it Obedience school is best. One thing we used to get our dogs attention for bad behavior was we rolled up a newspaper and when he was bad we smacked it in our hand. The sound got his attention and we said "no" when we did it. Good Luck!!
