no, this really isn't a universal view. Many people are surprised to learn that this is not actually the view of Christianity, for instance, whose great theologian St. Augustine was a great critic of that view. Nor is it a feature of Judaism, which does not even envision a "devil."

The balance between good and evil is a characteristic you'd find in Zoroastrianism, Manicheism and other Persian religions. While that kind of thinking is part of many people's pop-religion sensibilities today, it actually does not play a formal role in Christian or Jewish theology. Nor would many Hindus describe this is as Shiva's role either.

The idea of opposition is the same, it's who is considered good and evil that makes the difference.
