Probably. It would take a real soaking deluge of rain to get you as wet as you get when you are underwater. It could be a lot crispier underwater if you're there when it rains, especially in a storm with lightening.

yes because you get wetter underwater than if you are just standing in the rain, so if you are underwater when it rains you will be wetter.
