All the previous answers are valid to a point. What you really need is a wiring diagram and a volt/ohm meter to find the problem. First, you need to see if you have power into and out of the head light switch. IIRC, the switch is fed off a fusible link, and not a fuse. If there is power into the switch, but not out, the headlight switch is defective. Then you need to see if there is power into and out of the multifunction switch (dimmer switch). Again, if there is power in, but none out, the multifunction switch is defective. If that's OK, you need to check for power at the headlights themselves, If there is power to the headlights, then either the bulbs are defective, or have a bad ground. Again IIRC each headlight has it's own ground. If there is no power to the headlights, then ther is an open circuit between the headlights and the multifunction switch. Now IF there is a "short circuit" in the system, the headlight switch has a built in circuit breaker, and you should hear it click every few seconds when the headlights are on, as it resets itself and pops open. So, if you have access to a wiring diagram and a volt/ohm meter, start checking! Otherwise, it may be best to leave this job to your mechanic. HTH!! Good Luck!!

There is no way that there is a short in the wiring. If there was a short a fuse would blow immediately when u install a new one.
A short is when a bare wire with 12 volts from the battery, contacts the metal frame/structure of the vehicle before going to a switch or light in this case.
The easiest thing to do is to disconnect the wires at the headlamps & with the headlight switch turned on, use a test light and probe the terminals to check for power at the lights. If there is power at the terminal, figure out which of the 3 wires conected to the light is for ground, then insert a jumper wire into the back of the connector and touch the other end to the frame or NEGATIVE battery post with the connector connected back up to the headlamp. If the light lights up then you found the problem. You have a bad ground connection.

if the fuses and lamps are ok... then it sounds like you might have a short in the electrical system of the car. or at least the wiring going to the headlights.
my car radio stops working sometimes, then other times it works. my dad (a mechanic) said it was a short in the wiring. mine doesn't need to be fixed, but yours does.

there should be a problem either on the headlamp switch or the dimmer switch, have them replaced and the problem should be solved
