CA, and i bought it 2/22/06, and i got the registration but not the license plate, What can I do about this?

And it says, it expires on 12/01/06.

In my state, you can go right down to the BMV and register your car as soon as you purchase the car, if it's a used car. If it's a new car, you need to wait until the dealer sends you the paperwork, which is usually within a week.
Of course, since you don't say what state you're in, I can't tell you how long it would take in your case.

Depends on the state/province. In Ontario, you get it immediately.
