In order to qualify for resident student rates at colleges, you have to live in California for at least one year and one day, and demonstrate intention of remaining a California resident. This you can establish by doing at least two of the following: getting a California driver's license, paying state income tax, registering your car in California, registering to vote in California and maintaining a physical address in California (utility bills, etc in your name)

I believe that you need to get a mailing address/ PO Box would do. And be there a year to get school/college at residential rates.

Open a bank account / in other words be able to prove you live there.

Move there, register to vote and get a driver's license.
