This answer stems back into American history. You see at one point America was considered a bad country to come to, almost a punishment if you were sent here. So the law-makers of the time enacted benefits to immigrants who came here, to entice people to come to this country. Though the world has flipped around and now we have to beat them off with a stick, the laws haven't and we still give benefit to newcomers.

They do not. Just where do people get the notion that anyone in this country gets benefits if they have not contributed to social security or worked a certain amount of time and paid taxes? Are you unaware that this is a capitalist country, the most capitalist on earth. You gotta bust your *** here. There's no easy living. The American Dream is just that, a dream. Compared to wealthy countries, like Western Europe, Canada, Japan, Australia, the Gulf Arab states, this country is cruel financially to its poor, its sick (or pregnant), and its immigrants. Yes, it offers freedom and democracy, but not financial support. You're all delusional..

Probably for the same reason an amendment was voted down by 50-49 this past May that would have denied SS payments to illegals.

It doesn't matter whether you've paid in legally, illegally, or not paid at all. I just know I'm going to be one pissed off little old lady if the till is empty when I reach in to retrieve what I've paid in my entire life.

Do they? We do have some treaties with countries where migration is roughly equal each way and funding is roughly equal, etc. that gives benefits in the other country. It has to roughly equal out to make that sensible, though. I didn't know we had a treaty like that with Russia, but I suppose we might.

because of programs of the government designed to help no matter what or where or if your a citizen or not.

illegals going to hospitals for free ring a bell? all of these are shouldered by americans working and getting taxed by government.
