I don't know of any place that sells it, but here is how to make your own:

6 ounces [190 mL] evaporated milk, very cold [very important]
1/3 cup [80 mL] sugar
1/2 teaspoon [2.5 mL] garlic powder
2 tablespoons [30 mL] vinegar

Beat together evaporated milk, sugar and garlic powder, at high speed of an electric mixer.
Pour in vinegar.
Beat until of desired consistency.
