If you've tried the nasty tasting stuff, the only thing that will work is an Elizabethan collar. Those are the big plastic hoods that tie to the dog's collar to keep him from chewing on himself. The vet has them but they're expensive there. Try PetSmart or Petco first.
This is a UK site, but you can see a picture:
http://www.companyofanimals.co.uk/smart.php
PetSmart also recommends"
"A low-cost alternative to the Elizabethan collar is simply a plastic bucket with the bottom removed, inverted and fitted to your pet's neck. Your veterinarian or clinic may use the low-cost alternative, but find out. If the vet is planning to use the Elizabethan collar, ask her about using the bucket or tub approach instead."
Just make sure you pad the cut edge so it doesn't irritate the dog's neck!

Tobasco is harmful to the dog and bitter apple doesn't work on all dogs. When mine did it, I discovered she had an allergy to the fleas. One thing that worked for me was vaseline. If there are sores, you can use neosporin to help them heal and it won't hurt if they eat it, but most dogs don't like the taste. However, chows can be hard to train and you have to really pay attention to their pack mentality, treat them the way an alpha dog would treat them. (Mine was half chow, half shephard-good luck)

Go to the vet and get a special collar they have. It looks like a funnel, with the small part going around the dogs neck. This allows the dog to eat and drink but gets in the way if he tries to bite himself.
Hope this does the trick

look to be sure there is nothing on it, bugs, ect, give him a bath with allergy shampoo, if he chews other parts of his body, it might be allergys, my dog chewed his feet and under armspits, we did a blood allergy panel. still waiting, if nothing, it might be a habit, stop him when he does it ,
