No. It's not rape, but "children" at this age, yes "children" should be involved in group and family activities rather than dating. It's just not developmentally good for them. They need to be focusing on school, friends, family and extra curricular activities.

Not if you both want it because youre still minors but first of all an 11 year old or 13 year old should not be having sex

No...because rape would be if the person had sex with the other person.

And just in case you're referring to statutory rape, well that happens when one person is over 18 and the other one is under 18. In other words, since both are young, it is not rape. Both are minors and they are not having sex so there's nothing illegal about that.

First of all 11 year olds should be thinking about having fun with family and friends. Boys and dating should be the farthest thing from your mind. Remember the rule: NEVER!!! let anyone touch you between the neck and the knees. Those areas are totally off limits until marriage!!!!!!

Eleven year olds shouldn't be "going out" with anybody! Childhood is soooo short, what's the hurry!
But to answer your question, no. You have to have sex for it to be rape, however, it could be molestation if there is any touchy feely stuff going on. SO KNOCK IT OFF!!!!

I think you're talking about statutory rape. And, no, it's only statutory if one of the individuals are over 18 and there is sex involved.

In most jurrisdictions, the legal definition of rape requires penetration. Sexual assault requires (usually) the physical touching of certain zones on the body.

What is "going out"? It is not illegal in the USA to simply hang out with your friends, no mater what your age.
