when i export it the quality diminishes, i get blue shadows on all of my strokes.

Slect File --> Save for web -->under Settings, select jpg.

as WWG mentioned the best way to do it is to Save for Web on your file menu. Select jpg and change the size and resolution as needed (or save as gif if you want a transparent background).
Dont know what is causing the blue border. Wish yahoo had the ability to upload images along with the question!
