A dog with an empty stomach will often throw up yellow bile. If there's no blood in it, you don't need to go to the vet (as long as she seems fine otherwise!) Just feed her two or three smaller meals spread out across the day. That was the solution for many of my terriers - they're most prone to it.

The dog is vomiting bile. This is a very serious matter. Vomiting bile is a possible symtom of parvo, a deadly virus. If the vomit has a horrible odor it is very possible it is parvo. I will take the dog to the vet immediatly for a culture. Hope all goes well.

Rottweilers are often victims of heat exhaustion due to their dark fur and dark skin. Vomiting is one of the symptoms of it, as is extreme lethargy (sluggishness or sleepiness), irritability, and loss of appetite. If this is the case, then use cool water to thoroughly wet your dog down, making sure you get the stomach, chest, and legs down to the skin. Keep the dog in the shade and keep cool, fresh water available.
Is your dog UTD on vaccinations? A dog being infected with Parvo also exhibits vomiting as one of the symptoms.
I would advise that you take your dog to the vet if it isn't heat exhaustion.

It could be bile she is throwing up and the reason they do that is because they have an empty stomach.
Call the Vet if she won't eat and continues

she threw up bile. do not give the dog meet. feed him/her white rice. you dont need to go to the vet yet. he/she may just have an upset stomach.
one you see that your dog is ok with the rice (make sure you let it cool) you can add plain, boiled chicken. just make sure it isnt hat because that will make your dog sick

dogs do this alot, although not eating isn't a good sign. you should call the vet and explain everything to them. call soon considering that he/she is not eating. you don't want your dog to get dehydrated and Mal-nourished, then end up with worse problems.
