The heavens and the Earth of Gen. 1:1 is not the same Heaven where God lives. God is outside time and the universe. The "heavens" of Gen 1:1 is the space that is called the Universe. The Universe is different from the heaven where those who follow God will end up after death.

Genesis 1:1/John1:1 and Jeremiah 4:23, it was a Pre-Adamite time, before God created Adam and Eve or ppl in the image of Him. That's why He told them to replinish the earth because it was destroyed. (www.gospel.com)

I believe that everything in the Bible that looks impossible (including GOD) is actually a metaphoric representation of something possible, but equally astonishing. This, of course, makes his living accommodations a moot point.

God is the first effect without cause... God is not bound to a phisical place to reside, for it exists omni-presently.

He was and is OMNIPRESENT. That means EVERYWHERE.
