Dont listen to the advice of the first guy he's never had birds and doesnt know what their like. I have 4 birds and getting more. All of them LOVE attention, and LOVE to be PET, they LOVE having their necks scratched.
Now Your basically describing a quiet specie of bird that likes to be touched.
I know the ideal bird.
Its called a mustache parakeet. They are one of the quieter birds. They are 10 inches long, they cant bite very hard. They CAN learn to talk. They love to be pet and sit with their owner while they watch tv or read a book.
They usualy cost around $250. They can live between 15-25 years some say a little more.
They require at least a 24 by 24 by 18 inch cage.
feed them bird seed intended fopr coure birds, supplemented with fresh fruits and vegatables, Make sure you spend 2 hours a day holding and playing with your bird.

Pakakeets, Cocketiels, finches and canaries are all nice birds. But My older sister had to get rid of a pair of parakeets she had because they were too noisy. The cocketiels I've seen in petstores are a bit loud too, finches and canaries are a bit more quieter but they can get vocal when they want to. I've only been around birds like these when I'm in petstores also certain people I've known through out my life have owned birds like these.
If you want a bird that's quiet I've heard lovebirds are pretty silent and they have a nice personality. But if you want some better advice ask someone at a petstore who knows about birds.
Also Doves can be good pets as well, they do get vocal sometimes but they are friendly and mild tempered.

A cockatiel is about the most easy going bird I have seen. They would be a great starter bird. Lives about 20 years give or take 5 years depending on stress and the type of food he gets.
But if you get a bird remember they live a long long time and you have to look at them as a family member. They get attached to you and you are their only support. Remember you would not sale your little sister or brother or give them away. So don't get a bird if you don't think you will keep it for life. My birds will out live me so I'm keeping them for life and have plans of who gets them when I am gone.

Coclatiels are nice. You have to give them a lot of attention for them to be friendly and not squack, but once you do, they are the coolest little things! You should get a male. They can repeat a few things you say, I've never seen a female that can do that. My male cockatiel's name is Rosey and he says "Hi Rosey bird, bird!" He's cool. They're about the size of a cardinal. They can be yellow, grey and white, all grey, white and yellow or all white. The light colored ones are called lutinos and the darker ones are called pied. They have bright orange spots on their cheeks and have feathers sticking straight up off their heads. Those are called crests. I have a male and a female. They're a cute little couple. Check them out!

Check with a local breeder and get a baby Parakeet. I can see that mckakez has never owned a bird or don't know much about them. Not all birds have to live in a cage, not all birds bite. It all depends on the type, age, and how the bird was raised as to their attitude toward people who raise them.

cockatiels or small conures (green-cheeked and the like) are good first time birds. and, they are relatively cheap, depending where you go. that is if you want a bird to mingle with. there are quiet finches and canaries if you prefere more of a deco-bird.
you might want to check with a local breeder and/or avian vet for references on a breeder.
cockatiels are known to be good whistlers. i had one who could whistle "Clementine and Jingle Bells" as well as the usual stuff ... wolf whistle, the charge whistle, c'mer whistle.
i have had many throughout my life and i have had a few females learn to whistle. but they learned only a few, they didn't talk. i have not been able to get a male to chatter either ... but I've heard them talk before, it's cute ;)
i suggest getting a few books as well. read up on them. cockaties also have many wonderful colors, but the more colors you get the pricier the bird!!

I like cockatoos. They are white and very friendly. But, these birds require at least 4 hours of attention every day and can live for 50 years or so. Whatever you get, research its breed on the web for proper care and make sure you are willing to make the commitment for its entire lifespan. Then check your local shelters to adopt one. Its cheaper and you will know that you saved the life of a pet.

Parakeet, they are inexpensive low matinance. They come in a variety of colors, blue,yellow ,grey,green, and a mix. They also only need small cages, you can also teach them to talk. And if they bite you, which doesn't hurt,they can't get a good grip because of the way their beak is. So the bite turns out to be more of a kiss.

Well I have 19 canaries and they are NOT noisy at all. They are small and cute. In general, the canary is one of the sweetest-voiced birds on the planet. Song canaries are trained to sing in harmony with others of their kind. They come in green/ yellow/ red/ orange and brown
