im not sure that u can delete it but you can disable it by going to tools and then going to pop up blocker and uncheck it.

u can disable it fron Internet option
privacy tab
uncheck block pop_up

do u know how to go to internet options?
open Internet explorer
tools menu
internet options

I use mozzila firefox that stops my popups
