Consult the almighty craigslist.org! You'll find everything you need. Universities are also a good place to look, as college students always travel abroad, and often get student discounts you may be able to share!

Rick Steves, the "Europe Through the Back Door" travel guru, has a "Graffiti Wall" on his website. There's a "Travel Partners Wanted" section. Of course, the focus is European travel on that site.

there are many good travel agents who arrange holidays for people alone , why not try one of those. you meet up with people who are by them selves. and many become close friends..
or
put an advert in your local paper...that way you can interview them first
