Well that depends on the scenario, you would have to give more information.
For example if you have already been together for awhile, and the relationship is serious enough (and assuming you mean it) and she has said it before. Go right ahead and say it. A good way is to look deep into her eyes, and simply stare at her. She will end up saying something like "what are you thinking", or simply "what?!?", perfect time then.
On the other hand if the relationship is new, you have not heard those words from her. Keep your mouth shut. Women will generally not admit it, and to their defense they most of the time don't even realize this, but if you go off saying I love you to early... its all over. Women inherently like a man that is not coming across as clingy. If you come across to strong to early, they will subconciously wonder, if you are worth their time.

I have two ways that you can tell her:
One way: Buy one single red rose & when you see her again hand her the rose & say 'if you feel the same way about this red rose as I do then you will know exactly how I feel!' Sometimes actions speak louder than words and the meaning of one rose is the same as a dozen roses.
2nd way: Call her and carry on a conversation then tell her that you have something to do and you will see her in a little while and right before you hang the phone up say I love you.
She will be so caught up in the moment of hearing the words the first time...if you do this you will know what I am talking about.

Why is this in politics/military category? Anyway, there are many ways to show someone you love them. But if you want her to know you love her without a doubt you say it. You say I love you with all the heart you can. Just plain simple three words.

every time i see you i know it's ment to be. when i hear you it's like the flowers in winter have suddenly bloom. your the one i think of even when you are right in front of me... you are what i want what i love and what i need... spend your days in the beautiful sun with me... when it rains i will hold you, when it falls i will be there to push you gently on the swing. baby i love you and have a trust thats so strong for me that those who see wish they can find the greatest one too...
