If the person is in fact extremely intelligent as you say, then they should realize that their and my security is a mutually practical consideration. The legal illiterate is nothing but a burden educationally, medically, socially and politically.

I'm all about the law being enforced. If you're forcing a choice between a legal person that's mentally limited, and a person that's illegal but smarter/more capable, I'll argue for my limitations, there. The guy with the limitations probably isn't going to try to sue me for killing off the aztecs through proxy of my ancestry or something....

There are extremely intelligent terrorists who come illegally(or overstay their visas, as we saw in some cases of 9/11), I assume you'd love to keep them? I would rather have a LEGAL person who wanted to better themselves. You can fix a lack of education. You can not fix someone who has no respect for our laws. However, if the legal person did not want to improve the life of their kids or themselves if they are alone, and had no skills to offer, citizenship would best be offered to someone who would benefit society. In that case, I choose neither.

The legal one. The highly intelligent one needs to stay in his own country and help develope it into a better place through education, medical health plan,,jobs,housing,etc..

legal. I trust someone who will play by the rules more than someone who is willing to break them to get what they want, regardless of intelligence.

Well someone who is legal of course. If they weren't legal then they are illegal and a criminal.
