pleeeeeease do not kill a cat for doing something that is completely natural! taLK to your neighbors and see if they can do something like maybe keeping their kitty indoors with a litter box.
ask a plant nursery if there is a noxious smelling plant(to a cats sensitive nose)
that they can suggest you plant to keep that rouge pooper away from you mulch bed. someone has suggested moth balls, but i have no idea what that might do to plants? you can buy granules and other things that you can sprinkle or spray around the area to keep animals away.
try petsmart.com or someother large pet supply chain to see if they have or can suggest something. i plan on getting a thing called "ssscat spray" it is a can that emmits a sound and spray of air that frightens away animals or cats from no no areas.

i had someone shoot a cat that i feed at my work and if i ever find them they will know exactly the pain that cat suffered(she lived and recovered thank god) so don't do anything that you will regret! Karma! hey, you are getting free fertilizer!

I fell ya buddy, cats are a pain in the *** when it comes to mulch. For one, put mothballs in. That should work,. If it doesnt try number two. 2, you could continously chase it away. It takes a while, but eventually it will be afraid of you. Or three, put wire aroundthe mulch. Go to Wal-mart and ask if they have wire that keeps animals out of plants. They'll know what you're talking about. In fact I bought some today because of groundhogs. Good luck!

Don't know about Oz but in England you can buy lion manure. Use it as mulch and the moggy next door won't dare set a foot in your garden cos it smells it and thinks some big mother f***er of a cat lives there runs a mile. AAAAAAAAAAAARRRRRRRRHHHHHHHHHH
ps what's wrong with killing it???

if you mix vinigar and water and spray it over the mulch the cats will stop peeing in it because they hate the smell but it won't kill ur mulch either.
