Mo. has a longer SOL than GA. Also, credit cards are open accounts, which I'll cover a little further down.

Did you have it in your divorce decree that your ex would be responsible for the debt?
You say that the debts are from 1998, is so, you are long past SOL on them. Unless the accounts have been used within the last 5 years.
If the debts were from 1998 and there has been no recent charges, the collection agency's are trying to collect on time barred accounts.
Do you know when the date of first delinquency (DOFD) was on the accounts? You can look on your credit reports to see when the original creditors claims the date of last activity (DOLA) and count back 180 days.
The SOL for the account should start running on that date.
Go to the first link I've added and scroll down to the bottom of the page, there are links to every states SOL's along with state statutes showing credit cards as "open" accounts.
I would also suggest going to the second link and do some reading in the newbie forum and credit forum. It is a "free" do it yourself credit repair site.
You will find info on how to deal with the collection agency's and how to find your DOFD or your DOLA if the accounts are no longer on your reports.
After you have done some reading and still have questions, please post them in the credit forum. There are many members on that site, and they would be happy to answer your questions.

"however, one stray phone call to the creditor, one sporadic payment and the clock starts all over again."
Phone calls will NOT reset an expired SOL. A payment of any amount MAY reset the SOL, depends on your state.
Divorce decrees have no binding at all on creditors, it doesn't matter one bit who was 'assigned' the debt in the divorce, if your name was on the account you are still liable for it no matter what the divorce court judge says,
As already stated quite well by echo above, this debt is way past the SOL in both states. Use the links she gave you.

is that English? if your bad debts have not had any activity since 1998, neither you nor your ex wife legally owe the debt.....statute of limitations is up to six years.....however, one stray phone call to the creditor, one sporadic payment and the clock starts all over again.
