he calls me and hangs up every time i answer the phone. he follows me around a little but only when i am not around someone he dosen't know or if i am ever hanging out with a guy he stares at me from a distence. but he broke it of with me more then a year ago! and i have asked him out 2 times but it was a long time ago and he said no?

Sounds like jealousy more than anything... It is not safe I can tell you that. That is not normal behavior at all. You might get a restraining order on him.. I would be scared for sure.
