If your talking about the vehicle itself... these are grounding for ESD protection from Discharge.. since the ambulances are equiped with electronic equipment.. it would be easy for the ESD discharge to blow or wipe out the equipment when the EMTs are entering or exiting the Ambulance.

Because it carries oxygen tanks. In presence of pure oxygen, even "normal" things burn explosively. It is there to discharge static buildup and prevent spark from igniting things.
