From scratch, I would say about 10,000.00 easy you need furniture for every room and window treatments, paint, accessories...

If you go, say, the IKEA route, you could easily spend 5 - 7K... that's including sofa, easy chairs, beds, mattresses, sheets, curtains, pillows, comforters, pictures, frames, window coverings, bookshelves, dining table, dining chairs, a cheap television, a cheap stereo, cheap rugs, cheap dishes, cheap cookware.
If you go more the Ethan Allen route, well then, I'd guesstimate about 5-10K per room (considering a good sofa alone could run around $3000. Again, that would include things like pictures, window treatments, throw pillows and whatnot.

A lot depends on how high end you want to go. If you go "flea market,thrift store" it will average about $2000 dollars for furniture and about $500 more for incidentals. The higher you go the more it will cost.
Consider getting castoff furniture from friends and family. You can trade up later a piece at a time.
