Our Archbishop is either incompetent or criminal, probably both. I want to know who I report this to within the church before going public with it.

In the U.S. Roman Catholic Church there's a National Council of Bishops:

but they have no governing authority over each other.

Above the bishop in the Roman Catholic Church hierarchy is the Pope. In the U.S. the Pope has a representative called an Apostolic Nuncio (or some call him a Papal Nuncio). I'd suggest contacting him to start with. I poked around the Internet and it seems that's where complaints against R.C. Church hierarchy are filed:

Although, depending on the issue, you might also want to contact the Congregation on Rome that handles that issue (Such as the Congregation for the Doctrine of the Faith if the ArchBp. is teaching heresy.)

Do not bother... come to the only Church. The Church of which Christ is The Head. Not a mortal pope who can not even assure you of your salvation because he can not be certain of his own. If you become of The Church of Which Christ is The Head you will know with absolute certainty that your Salvation is assured.

the relationship of God to those of The Faith is one-on-one and personal. no man doctrin or dogma involved

If he is an Archbishop you should contact the Cardinal. I don't know what dioceses you're in or I'd let you know who it is.

the only person higher than an archbishop is the pope. you would have to contact the Vatican.
