Shortbread cookies are traditionally made from one part sugar, two parts butter and three parts flour. Shortbread cookies are baked at a low temperature to avoid browning; when cooked it should be white or a light golden brown.
A sugar cookie is usually made with butter, sugar, eggs, flour, baking powder, salt and vanilla.
The sugar cookie tends to be firmer and crisper and would more than likely hold up better dipped in chocolate. Shortbread is a softer (not chewy), lighter cookie and tends to crumble easily.

Sugar cookies can be made with either shortening, butter or lard and a crisp and sweet and crumbly when made right. Butter cookies are crisp but hold together well and are not as sweet and the dominant fat is ...butter. Shortbread is more of a biscuit or raised soft type of cookie and are usually in lemon, vanilla or chocolat flavor and some have inclusives like nuts and candy and fruit...think a puffy sugar cookie w/stuff or a flattened scone. Shortbread! They have more butter, which would compliment the chocolate better then the sugar which might over sweeten the cookie as a whole.

Short bread would be better with the chocolate on it!
Sugar cookies are rolled out, and contain leavening (baking soda, salt, baking powder, eggs). Short bread is very basic...butter, sugar and flour, and is generally pressed into a baking pan and cut after it has been baked and cooled. I prefer shortbread.
