Unfortunately, there is absolutely nothing you can do to influence where you gain or lose weight. You can tone certain groups of muscles to your advantage, perhaps, but where you gain weight depends on your metabolism and genetic factors.

Weight training. Develop/increase your muscle mass by using weights (low weight is fine, just be consistent and regular). You can target the areas you want to increase by doing extra training specific to those areas. glamour magazine had a great program recently (glamour.com). There are some great online programs (self magazine has a great one too.) look up the health and fitness mags you will find strength training guidance.

Eat enough calories for your body type, weight and height, and age, too! You are still growing up to age 22 or so. Don't short change yourself, calorie wise. There are plenty of online calorie calculators to help you figure out how many cals you need. (you can probably find on weight loss sites, easily - like weightwatchers.com)

You want (need) some fat on your body, but you can define your shape by muscle training. Stretching will elongate and sculpture your muscles. So,don't forget to stretch!

Unfortunately, you can not control the distribution of fat across your body. Only your endocrine system can determine that.
