I think you maybe a little off on your understanding of the sizing of a digital picture. Most formats, jpg for instance, will size up at a variety of pixels. 240 x 360 would be a modest vga size. Most uploads to eBay proper would limit to a certain "file size" .
If you are talking about on the camera, typically most digital camera with function will let you size the photo for a range of clarity/detail and thus in turn the size of the file. ( Note if you are just trying to take a file and change it's size? Go to Windows paint a select a sizing option to place the pic to the desired size if it is possible)

Depending on the size you want to print, you can use a quality 3.2MP camera to get good prints. I have a 5MP camera that makes great images, even printed on 8.5X11 glossy paper. Don't forget, the printer is a major factor in printed quality. Beyond that, anything above 5MP will work well. Most cameras today will be 8MP or above and still only cost around $100. Just stick with a known brand like Olympus, Nikon, Canon, Sony, Sanyo, Kodak, Fuji, etc. Ignore digital zoom, it will ruin you images, focus on optical zoom.

you have to adjust this either on your digital cam or on your computer as you scan the photos in. if you have a digita camera, you need to go into the menu (try consulting your instructional booklet)

you don't whatever your camera's mP's are that's what they are. you can change your pictuer settings to a more finer photo and bigger resolution that might help. they take up more space but are more in depth than just regular photo mode on your camera.
