I am in love, the person lives 700 miles away and i would move there in a heart beat to be with him. We have not yet done a official relationship, but were very close and are very close friends.
I want to be with him, but he says "i really can't do a relationship right now". He says that he doesn't want to close the door on this and does want to try, but not right now. He says he knows that this is basically leading me on, and very unfair, but that he just can't commit to a relationship.

What do i do?

Stupid answer! You can't just stop loving someone! But still, you can't wait around forever for someone either. If you truly are in love with him, then give him some time. But don't close the door on other guys who are interested in you, you might find someone else who could be the one. Date around while giving this man some time, be friends with him. You can't just shut your feelings off, but you don't have to be a nun while waiting for him to be ready.

Enjoy his friendship and move forward with your needs so you can enjoy the kind of relationship you want in your life at this time. While you seem resolute about your abiding affection for the guy you love he is unsure about what he wants in a relationship, and it is unlikely that will ever change, so it is time for you to find someone who shares your romantic aims.

Leave the door open, but move on for now. Wouldn't you rather have someone who feels about you the same as you feel about them?

Move on. He is keeping you on the side in case nothing better comes along. Why would you do that to yourself ?

he's just not that into you. forget about him as a love interest and move on. all these excuses are just that. if he wanted to be with you he would make it work.
