would you accept your Mother going out in a short skirt with out any underwear? if the answer is no...then that was not called for! I would have told her to either go change or put some on. What if you all were to get into a car accident, then what would her Mother think of her not wearing all her clothes? NO, please advice her like she is your wife.

Its not acceptable if the skirt was short enough that the entire community could see up it... no at all.
If I were a guy... any my girlfriend did that.. I would be pissed...
