it means from user to user, with no "central" network (company) supporting the transfer of illegal files.
Napster got shut down because it facilitated the illegal downloads. But with something like Limewire, it's peer to peer, so the company is not liable!

So a "peer to peer" network is a network of "equals" with no "boss" (i.e. "server") directing the network!
