What is the best way to tell someone you are interested in them?

Say I'm interested in a person and she has no idea - should I just come right out and tell her how I feel?

I would maybe ask her to go to lunch and then talk about it.

Does she know you exist? If not, introduce yourself, become friends, and go from there. If you already are friends, tell her (but do not come off as obsessive). Good luck!
