This a a fetal film over the cat's eyes called a pupillary membrane. It 's okay for it to be there when it is a kitten, but if it does not dissapear, it becomes a condition in adults called persistent pupillary membrane which is a congential disease that needs to be taken care of.

It's normal, they can't see clearly but they can see alright, think about it if you were a blind person who just went into succsessful surgery who became able to see for the first time would you see as perfect? It takes time for the whitish stuff to fade off but the kitten will be able to see properly. If you read my question(link provided below) the part where it says kittens(opened eyes) yeah the kittens saw me and we had a glass door and it was open so one of the kittens wanted to run away from me so she kept bumping her head at the door for a few times until she realized that the glass was there lol, poor kitty!

It's normal. If it lasts longer than a week I would contact a vet. But right now it really helps to take a warm wash cloth and wipe the eyes throughout the day.
