Most dogs, like most other animals have dark eyes to protect the eyes from the effects of the sun. Huskies eyes are lighter because in their natural territory the sun is less bright.
The same goes for people. Those who remanied in the tropics have dark skins and dark eyes. Their ancestors who traveled North became light skinned and their eyes became lighter after tens of thousands of years.

The husky's light eyes are better to deflect the snow, reducing snow blindness. Wolve's eyes are also light, but not normally blue.
The darker eyes are better for night vision, or distance vision, as the dark coloring acts as shade, to increase pupil size.
Put your hand over your brow to shade your eyes. Your pupils will enlarge to adjust for the light..This is why you can see farther, better if you shade your eyes when you are trying to see long distances, or read tiny print.

Border Collies, Aussies, have blue eyes...Woprking in a shelter I have seen many breeds with blue eyes....But most dogs are geneticly programed to brown eyes...The blue is getting more commen in alot of dogs as well as green

I guess it just like with humans. You don't see any Asians with anything but brown eyes. It all has to do with DNA and race.
