Yes.

They ride around in cars.

They have specific color codings and are civilian in appearance. They do not travel alone for obvious reasons.

People want a piece of those clowns.

They engage in non verbal communication preying on the general citizenry unprovoked and unsolicited. In my book that's a criminal.

The cops, feds, won't touch them. It points up an element of collusion. The hoods seem to know who they are and are mum about them.

They are very evil, often ' scummy ' people. An external form of organized oppression.

They seem to be deployed with unerring precision. But there's something cowardly and low about them. So the logistics are effected probably by some outside in place technology.

That says 'government' to me. There are a lot of them. But they don't seem to be anywhere thwarting evil would be important.

Trademarks: Two seems to be a fetish with them. Either coughing twice, or any variant of communicating that. They seem to want to indicate something by shaking a set of keys at you even if you've never seen them before in your life. Though cars seem the first mode of manifestation, it's all over street level.
