Metastasis is the movement or spreading of cancer cells from one organ or tissue to another. Cancer cells usually spread via the bloodstream or the lymph system. But there appears to be any precedent in which cancer has been spread from one person to the other through blood transfusion. The person's body which received the blood transfusion will fight against the cancer cell as a foreign body unless he is recipient of a transplanted organ or under chemotherepy (against the rejection of foreign body). There are reports that HIV, Mad cow disease, Hepatitis B & C have spread from one person to another through the blood transfusion. There are strict norms and conditions for blood donation / transfusion in order to reduce such occurrences to the minimum.

Blood tests are done on every unit of blood that is donated. If by error a cancer patient donates blood, this will be screened thoroughly, and even if the whole blood cannot be used, some blood components can still be used, such as platelets. As to the second question, many cancer patients are given blood transfusions, and the first part of the question/answer still applies.
