why would a DA choose to get an indictment verses just order the person to be arrested.

Why would the DA choose to send a person to be indicted rather than arrest.??

A grand jury indicts someone after reviewing evidence and deciding if probable cause exists to charge a person with a particular crime.

A state attorney or district attorney, depending on where you're at, files an information when they believe that probable cause exists and they feel that they can get a conviction.

Just because an officer makes an arrest doesn't mean that the individual is "charged." That happens when either the SA/DA files an information or the grand jury files an indictment. In certain cases, such as in certain states in which a defendant is to charged in a murder case, the SA/DA is required to get an indictment. In other cases, such as high profile cases, they will seek one so that someone else is actually doing the charging and not them (tends to look better in the public's eye.)

It gets a bit complicated and different states/jurisdictions have different laws and rules.
