Company reps. Their job is promotion. If they are not making regular visits a few phone calls will have them show up. They should be begging you to allow point of sale. Take them for any enticements and free stuff you can get
Once you get them competing with each other, your problem will be reducing the amount of clutter they leave behind.

Try to find a local restaurant auction. It wont be free, but buying a used system from a failed restaurant is always a good bargain. Also, I don't know how large your pub is, but usually you can get beer distributors to JUMP through hoops if you promise them a certain amount of representation on the list. Try to get them to pay for it.

Smooth has the right answer. Vendors will bend over backwards for a bar/restaurant to get their product in there. For example, tell your Grey Goose vendor that you will feature their vodka and I promise you'll have plenty of Goose bar naps. Tell your Bud/Miller/Coors vendor that you'll feature their brews and you'll have your tap handles, mugs, more bar naps, neons and give-a-ways for the customers. It's all a game with these guys. If they can just get you to put their bottles in your well and on your shelves, you won't get squat. Let them "buy" their position in the bar.
