If the sawdust is absorbent, then yes! Otherwise, try using a food product that will absorb moisture and expand to create a better filler for your meatloaf. Crushed crackers, rice, oatmeal, cornflakes...whatever is on-hand.

Yes, but it would require additional ketchup and perhaps some more seasonings. I would also use a high fat content ground beef to compensate for the sawdust drying out the meatloaf.
