Every one deserves to get mouth to mouth but the most important thing to remember is YOUR safety comes first.so if I NOTICED a hobo in distress I would help only if there was a clean protective barrier present. oh yeah and if the hobo doesn't seem crazy. Do Hobos usually interact with the general public? I mean other than pan handling?

There is a product designed for CPR called a Rescue Breather which is placed over the victims mouth. It is wide enough so that neither the victim or the person performing the rescue breaths will come into contact skin to skin. This device has a "one-way valve" to ensure that no body fluids will be accidentally transferred from the victim to the rescuer. That includes vomit.
I would give First-Aid to male or female alike. There is no social class when someone has stopped breathing, for whatever reason.

Tilt their head to the side so the vomit can drain first, and not obstruct the windpipe. You don't want to force chunks down into their lungs- that would be counter productive. Find the bottle they've been drinking from and soak a kleenex in whatever's inside (unless its urine) and use that to clean their mouth out.
Hopefully you took first aid and keep your skills current.

No. I took CPR and most EMTs say not to do it to a complete stranger because when most recover they vomit. There are things that you can carry to cover up the mouth and to prevent any vomit getting into your mouth. They are small enough to fit in your pocket or purse.

If you are legally CPR certified, in some states if you see someone who needs CPR then you have to give it to them or you can get into legal trouble. If you are not certified you should stay away because the family or that person could turn around and sue you if you don't do it right.

assuming you knew how and were certified, you're legally obligated. they make mouth barriers, they're in most first aid kits. assuming you were on the street, you could probably find a first aid kit in the nearest business.
