The drapes are the hair on your head. The carpet is the hair lower down on your genitals. It's a perverted way of asking if a girl's hair color matches the color of her pubic hair... especially important in red heads, I've noticed.

This term is referring to the fact that a woman's hair color is the same as her hair in her "nether regions".
I guess it can also be used when describing men's hair, but I've never heard it used that way.
