If something happened to the vehicle while the person was driving it, your insurance will probably not offer any coverage.

Well, since you KNOW they don't have a license, you could be held legally responsible for any damages they cause while driving your car. Your insurance would NOT have to pay on your behalf, because there's "expected or intentional damages". And your car could get impounded, if there's an incident while this person is driving.
So, you could end up owing tens of thousands of dollars to a third party (or third parties) and losing your car.
I would NOT do this. I hate paying off car loans for five years after my car is confiscated!

If you let them drive your car, it could be impounded. In CA, that would be a mandatory 30 day impoundment for a first offense. A second offense could result in forfeiture of the vehicle. Since they've already had 3 impounded, you could lose YOUR vehicle permanently!
You could be prosecuted for allowing an unlicensed driver to operate your vehicle. The posters than stated you are not crimminally liable are wrong! It's a crimminal offense, not a simple infraction like a speeding ticket.
If they were involved in an accident, your insurance could be void since you were aware of the fact that they were unlicensed. (Third-party liability would probably still be in effect, but collision and comprehensive would not.)

Of course the law may vary by state, but let me tell you about things here in Oklahoma. I'm the owner of a wrecker service. (everybody say 'boooooooooooo' and get it over with). If your 'friend' is stopped and found without a license, chances are I'm called to pick up your car. Once I have it safely on my lot, I don't care who was driving it. Only the registered owner (that's you) can pick up the vehicle, and only after you have paid me for the tow and the storage. And then only when you have proved you own the car and shown me a current insurance card and either have a license or have brought along a licensed driver to leave with it. If you don't pick up your car, after 30 days minimum I can notify you of my intent to sell your vehicle and unless you pay in full within 10 days after notice, your car is mine to sell. If that's what you want to see happen, keep letting this 'friend' drive. If not...well...you know what to do.

What could happen to you... lets see
You could lose your license and have the registration cancelled.
You could have the car taken away ( that would make it 4 cars impounded)
The car could be demolished in an accident
Your insurance could be cancelled
You could be held responsible for money damages if this person hits anything.
Other than that .. youre safe.

Nothing legally however your insurance would not cover a wreck. Even if you are "unaware" the person did not have a license, they don't care. Don't find out the hard way. Why would you want to let someone who has had 3 cars impunded drive your vehicle anyways? Obvioulsy they are irresponsible.

You are responsible for the vehicle and what happens to the vehicle. He can be fined for driving without a license. Different laws for different states. Hopefully you learned a lesson form this. One thing that I don't let people do is borrow my stuff. No one will take care of it like it is there's no matter what they say. Unless they are your parents or spouse.

The ramification would be that you are on the hook if anything happens. Since the driver doesn't have insurance, liability will go to the car's owner. You don't want that.
