talent doesn't necessarily mean art, but yeah, those are "art". art is really just anything expressive (and even that definition seems a bit limiting). as an art student (RISD) i can tell you that when people scoff and say "that's not art", we generally laugh and say "yeah, it is". the more art you look at, the more you realize that everything is art.

Yes it is art, and yeah I've seen loads of them, they are brill. You got to have some talent to do that!

Yes, they are very good. most street artists work in chalk so the work is not permanent. This make the work even more incredible in my opinion.
