looking to go august/sept time for long weekend break. need a hotel close to good shopping/big department stores/malls, and local amenities. all 3/4/5 star hotels considered, price doesnt matter.

on the Rue George V...This is just off the Champs Elysées
If you want fantastic posh go there...

The big department stores are:
GALLERIES LAFAYETTE and AU PRINTEMPS. in the center of town
There are no shopping malls in Paris...only in the suburbs
Your best bet for shopping, other than the shops in the main streets which you will enjoy even if just for windowshopping...
Is the Dèfense area, (which you can reach by Metro.)
When you get to your hotel ask for a map of the center of town, and ask them to mark the places you want to go..
The concierge or receptionist at your hotel will do this for you...

This is in Montparnasse area, which is v good for shopping and food. You get a feel of the real life in Paris, not like the flashy shallow Champs Elysees.

I stayed there several times and it's great. I see on tripadvisor.com that they get fab reviews and it's deserved.

At the bottom of Montparnasse Tower there is a 2 level shopping centre, but I would rather walk on boulevard Saint Germain for a good shopping.

I also enjoyed staying at the Marriott Renaissance Vendome, which is very central, has got a great spa, but twice the price !!!.

PS: shops will be closed on Sundays and some of them closed on Monday too (only small ones) department stores are closed on Sundays but open on Mondays. 15 Aug is a bank holiday.

Stay anywhere near a tube or RER stop - excellent public transport means you can get most places in record time.

Personal recommendation: Timhotel Montmartre (3*) - wonderful area of "Old" Paris, very central, and with a five-minute walk you can have breakfast in the cafe from Amelie. Rooms fairly basic and slightly on the pokey side but worth it for the setting.
